Transliteration:( Wa mal laa yujib daa'iyal laahi falaisa bimu'jizin fil ardi wa laisa lahoo min dooniheee awliyaaa'; ulaaa ika fee dalaalim mubeen )
"And whosoever does not respond to Allah's Summoner, he cannot frustrate Him in the earth, and such one has no helper [91] against Him. Such are in clear error."
This means that those jinns who remain rebellious and disbelieving will never be able to escape from the punishment of Allah Almighty, no matter how much power or stealth they possess.
They will certainly be cast into Hell.
Although jinns are not fully accountable to the detailed commands of Islamic law in the same way humans are, they are still held responsible for basic belief and rejection.
In terms of rewards and punishments, there remains a distinction between humans and jinns.
Thus, the verse firmly establishes that those who deny the call of the Prophet ﷺ—whether human or jinn—are in manifest misguidance, without any refuge or intercessor.
The tafsir of Surah Ahqaf verse 32 by Ibn Kathir is unavailable here.
Please refer to Surah Ahqaf ayat 29 which provides the complete commentary from verse 29 through 32.
(46:32) And[36] he who does not respond to the one who calls to Allah will not be able to frustrate Him on earth, nor will they have anyone to protect them from Allah. Such people are in manifest error.
36. This sentence might also be a part of the saying of the jinns, or it might be an addition by Allah to their saying. In view of the context the second view seems to be more reasonable.
