Transliteration:( Innamaa yastajeebul lazeena yasma'oon; walmawtaa yab'asuhumul laahu summa ilaihi yurja'oon )
"Only those who listen can respond [72], and Allah will raise the dead [73]. Then, towards Him will they be returned."
The phrase “Only those who listen can respond” refers to listening with the heart—listening that leads to belief and submission. Those who reject the truth are considered spiritually dead, as their hearts are closed to guidance. This verse distinguishes between the receptive hearts of believers and the deadened hearts of disbelievers, who are alive physically but lifeless in spirit.
Allah will raise the dead—including the disbelievers—but not for the purpose of guiding them, rather to hold them accountable. These individuals, whose hearts were dead in the world, will not be given another chance to believe after death. Their resurrection is for punishment and reckoning, and ultimately, all will return to Allah for final judgment.

(6:36) Only they who listen can respond to the call of the Truth; as for the dead,[25] Allah will raise them and then to Him they will be returned.
25. ‘Those who hear’ refers to those whose consciences are alive, who have not atrophied their intellect and reason, and who have not closed their hearts to the Truth out of irrational prejudice and menta! inflexibility. In contrast to such people are those who are characterized as ‘dead’ – who blindly follow the old familiar beaten tracks, and can never deviate from the ways they have inherited, even when these ways are plainly at variance with the Truth.
