Quran-21:11 Surah Al-anbiya English Translation,Transliteration and Tafsir(Tafseer).

وَكَمۡ قَصَمۡنَا مِن قَرۡيَةٖ كَانَتۡ ظَالِمَةٗ وَأَنشَأۡنَا بَعۡدَهَا قَوۡمًا ءَاخَرِينَ

Transliteration:( Wa kam qasamnaa min qaryatin kaanat zaalimatanw wa ansha' naa ba'dahaa qawman aakhareen )

11. And how many towns that were oppressing [18], We utterly destroyed and raised up another people after them [19]. (Kanzul Imaan Translation)

(11) And how many a city which was unjust[876] have We shattered and produced after it another people. (Saheen International Translation)

18. This means these were towns of the infidels because an infidel oppresses himself and his household. Says Allah Almighty: "Undoubtedly the association with Allah is a tremendous wrong" (S31:V13). 

19. Your condition will be the same as this, if you do not accept faith. Observe, the leaders of the Quraish did not serve the cause of Allah Almighty, as a result of which He made the poor people like the Ansaar of Madina serve Islam. Abu Jahl, etc. were destroyed in the Battle of Badr.
