Transliteration:( Fakazzaboohu fa akhazat humur rajfatu fa asbahoo fee daarihim jaasimeen )
89. This tells us that without belying the Prophets and being disobedient to them. Divine punishment does not come down, no matter how much disobedience is shown to Allah Almighty Says Allah Almighty. "And We are not to torment until We have sent a messenger" \
It should be remembered that the people of Hazrat Shuaib(On whom he peace) were given the punishment of a loud scream which became like an earth tremor from which the hearts of the people sank with shock. Thus, in this verse and the following verse: "Then a roaring cry overtook at sunrise" (S15.V73), there is no inconsistency.
90. First Hazrat Jibraeel (On whom be peace) gave a roaring cry on them which resulted in the earthquake and all those people perished. Thus. this verse is not inconsistent with the verse in which mention is made of a roaring cry.

(29:37) But they denounced him as a liar.[63] So a mighty earthquake overtook them, and by the morning they lay overturned in their houses.[64]
63. That is, “They did not believe that the Prophet Shuaib (peace be upon him) was a Messenger of Allah and the teachings he gave were from Allah and that if they rejected him they would be punished by a torment from Allah.”
64. “Dwelling places”: the whole area and country inhabited by them.
