Quran-7:164 Surah Al-araf English Translation,Transliteration and Tafsir(Tafseer).

وَإِذۡ قَالَتۡ أُمَّةٞ مِّنۡهُمۡ لِمَ تَعِظُونَ قَوۡمًا ٱللَّهُ مُهۡلِكُهُمۡ أَوۡ مُعَذِّبُهُمۡ عَذَابٗا شَدِيدٗاۖ قَالُواْ مَعۡذِرَةً إِلَىٰ رَبِّكُمۡ وَلَعَلَّهُمۡ يَتَّقُونَ

Transliteration:( Wa iz qaalat ummatum minhum lima ta'izoona qaw manil laahu muhlikuhum aw mu'azzibuhum 'azaaban shadeedan qaaloo ma'ziratan ilaa Rabbikum wa la'allahum yattaqoon )

164.And when a group of them said [375]: "Why do you admonish a people whom Allah is about to destroy or punish with a severe torment [376]?" They replied: "To have an excuse before your Lord, and perhaps they may become righteous." (Kanzul Imaan Translation)

(164) And when a community among them said, "Why do you advise [or warn] a people whom Allāh is [about] to destroy or to punish with a severe punishment?" they [the advisors] said, "To be absolved before your Lord and perhaps they may fear Him." (Saheen International Translation)

375. This discussion is regarding the third group who had remained silent. From this we learn these people were happy to accept this but were disappointed and despondent with them. Thus, the probable view is that they too may have achieved salvation because to be happy with infidelity is infidelity.

376. This tells us that if there is no hope of a person accepting the faith, preaching to him or remaining aloof from him will not be regarded as sinful, though preaching to him will be better.
