Transliteration:( Innahum lany yughnoo 'anka minal laahi shai'aa; wa innaz zaalimeena ba'duhum awliyaaa'u ba'dinw wallaahu waliyyul muttaqeen )
"Certainly, they will avail [38] you nothing against Allah. And surely the unjust are the friends [39] of one another. And the friend [40] of the pious one is only Allah."
Although the apparent address is to the Holy Prophet ﷺ, the real message is for us—that the wealth and power of the disbelievers should not intimidate the believers, because they cannot benefit or harm anyone against Allah's will.
Their friendship exists only in this world, as every person naturally inclines toward his own kind. But this friendship will break on the Day of Judgement, as Allah says:
"Close friends, that day, shall be enemies to one another, except the God-fearing" (Surah Az-Zukhruf 43:67).
From this, we learn that an infidel can never be a true friend to a believer. They unite only to oppose the believers. Do not rely on their friendship.
In this world, at the time of death, and in the Hereafter, Allah is the true Friend of the pious. Along with Him, His angels and His righteous servants also become their companions and helpers.

Please refer to Surah Jathiya ayat 16 which provides the complete commentary from verse 16 through 20.
(45:19) Surely they will be of no avail to you against Allah.[24] Indeed the wrong-doers are friends of each other, whereas Allah is the friend of the God-fearing.
24. That is, if you make any changes in Allah’s religion only to please them, they will not be able to save you from Allah’s accountability and punishment.
