Transliteration:( Qaaloo balaa qad jaaa'anaa nazeerun fakazzabnaa wa qulnaa maa nazzalal laahu min shai in in antum illaa fee dalaalin kabeer )
"They will say, 'Yes, indeed a warner [22] came to us, but we rejected him and said, "Allah has not revealed [23] anything. You are only in great misguidance."'"
On the Day of Judgment, when the disbelievers are confronted with their rejection of the truth, they will admit that indeed a warner came to them. However, they will not lie or deny the message, unlike their behavior in the worldly life. They will confess that the warning was clear, but they rejected it, claiming that Allah had not revealed anything to them. This admission reflects the inevitable truth that will surface in the Hereafter, and it highlights their inability to deceive anyone anymore, as their punishment is certain.
Their rejection is not out of ignorance but out of a conscious decision to deny the message of Allah, despite it being sent to them through the Prophet Muhammad (PBUH).
The verse also makes it clear that those who never received the teachings of the Prophets, like the people of FATRAT (the period of time between two Prophets), will not be held accountable for rejecting a message they did not hear. Their punishment will be based solely on their polytheism or their wrong beliefs.
This is important as it shows the justice of Allah—those who had no opportunity to hear the divine message are judged differently. They will not be punished for rejecting the Prophets but only for their incorrect beliefs. This applies to people who lived before the advent of the final Prophet (PBUH) or in regions where the message did not reach.

(67:9) They will say: “Yes, a warner came to us, but we gave the lie to him and said: ‘Allah has revealed nothing. You are surely in huge error.’[15]
15. That is, not only you but the people who have believed in and followed you also are misguided and lost in grave error.
