Transliteration:( Wa izaa qeela lahumur ka'oo laa yarka'oon )
"And when it is said to them: 'Perform Salaah,' they do not perform."
When the disbelievers are invited to embrace Islam and perform Salaah, they neither accept the faith nor observe the prayer. This shows that without Islam, they are not obligated to pray. Yet, the mention of Salaah highlights its immense importance — even disbelievers are blamed for neglecting it. Thus, abandoning Salaah is a major reason for punishment.

26. Bowing before Allah: does not only imply worshipping Him but also means believing in the Messenger (peace be upon him) sent by Allah and in the Book revealed by Him and following and obeying His commands.
