Transliteration:( Wa kulla shai-in ahsai naahu kitaa ba )
"But We have everything recorded in a register."
This indicates that all actions—good and evil—are already written in the Divine Tablet (Lawh Mahfuz).
It proves that pious servants of Allah, through spiritual insight, are aware of people’s inner and outer states.
Though the act of writing is performed by angels, Allah attributes the action to Himself, showing the connection between divine will and angelic duty.
Just as humans were guided to operate within the visible world through trade and action, knowledge of the unseen has been granted to chosen ones to interact with the spiritual realm.
Without knowledge, no meaningful interaction with either world—seen or unseen—can take place.

18. That is, We were continuously preparing a complete record of their sayings and doings, their movements and occupations, even of their intentions, thoughts and aims in life and nothing was being left un-recorded, whereas the foolish people in their heedlessness thought that they were living in a lawless kingdom where they were free to do whatever they pleased and desired, and there was no power to call them to account.
