Transliteration:( Yauma yaqoo mur roohu wal malaa-ikatu saf-fal laa yatakallamoona ill-laa man azina lahur rahmaanu wa qaala sawaaba )
"On that day when the Spirit (Jibraeel) and all angels will stand in rows, who will not be able to speak, except one whom the Most Affectionate permits, and who will speak only what is right."

Superiority of Hazrat Jibraeel (On whom be peace):
Hazrat Jibraeel is mentioned separately, emphasizing his superiority among all angels. This special status is due to his significant service rendered to all the Prophets by delivering Allah's messages to them. His distinction from the other angels is a sign of his important role in divine communication.
Angels in Rows:
The angels will stand in rows before Allah, similar to how believers stand in rows during Salah. This formation illustrates their obedience and discipline, awaiting Allah’s command and permission.

No Speech Without Permission:
On the Day of Judgement, no one will be able to speak without the permission of Allah Almighty. This highlights the absolute control that Allah holds, even over the speech of His creation.
Speaking Only What is Right:
Those who receive permission to speak will only utter truthful words, aligning their speech with what is right and just. This is a reminder that in the presence of Allah, only the most righteous and pure speech will be accepted.
In the world, those who spoke about piety and recited praises of Allah and the Holy Prophet will find that their good speech is now honored on the Day of Judgement with the permission to speak to Allah.

(78:38) The Day when the Spirit[24] and the angels are ranged row on row. None shall speak save he whom the Merciful Lord will permit; and he too will speak what is right.[25]
24. According to most commentators, the Spirit implies the Angel Gabriel, who has been mentioned separately from the angels because of his high rank and position with Allah. For further explanation, (Surah Al-Maarij, ayat 4) note 3.
25. To speak: to intercede, and intercession has been made conditional upon two things: (1) That the person who is granted permission by Allah to intercede for a sinner will alone be allowed to intercede and for the particular sinner only. (2) That the intercessor will say only what is right and proper, and nothing derogatory, and the one for whom he is interceding should have at least acknowledged the truth in the world. That is, he should only be a sinner, not an unbeliever.
