Quran-4:83 Surah An-nisa English Translation,Transliteration and Tafsir(Tafseer).

وَإِذَا جَآءَهُمۡ أَمۡرٞ مِّنَ ٱلۡأَمۡنِ أَوِ ٱلۡخَوۡفِ أَذَاعُواْ بِهِۦۖ وَلَوۡ رَدُّوهُ إِلَى ٱلرَّسُولِ وَإِلَىٰٓ أُوْلِي ٱلۡأَمۡرِ مِنۡهُمۡ لَعَلِمَهُ ٱلَّذِينَ يَسۡتَنۢبِطُونَهُۥ مِنۡهُمۡۗ وَلَوۡلَا فَضۡلُ ٱللَّهِ عَلَيۡكُمۡ وَرَحۡمَتُهُۥ لَٱتَّبَعۡتُمُ ٱلشَّيۡطَٰنَ إِلَّا قَلِيلٗا

Transliteration:( Wa izaa jaaa'ahum amrum minal amni awil khawfi azaa'oo bihee wa law raddoohu ilar Rasooli wa ilaaa ulil amri minhum la'alimahul lazeena yastambitoonahoo minhum; wa law laa fadlul laahi 'alaikum wa rahmatuhoo lattaba'tumush Shaitaana illaa qaleelaa )

83. And when there comes to them some news of satisfaction or of fear, they spread it about [263]. But had they referred it to the Messenger and their men of authority, then surely they would have known its reality [264] from those who investigate and can draw conclusions [265]. And if there had been no bounty of Allah and His Mercy upon you, then surely you would have followed the devil, save a few of you [266]. (Kanzul Imaan Translation)

(83) And when there comes to them something [i.e., information] about [public] security or fear, they spread it around. But if they had referred it back to the Messenger or to those of authority among them, then the ones who [can] draw correct conclusions from it would have known about it. And if not for the favor of Allāh upon you and His mercy, you would have followed Satan, except for a few. (Saheen International Translation)

263. It refers to Those weak Muslims who are not in the position to think and use their discretion, and who are simple, straightforward, and pious people. They do not know which information. should be publicized and which should be withheld. 

Because of this, they publicized everything they hear. From this, we learn that publicizing every type of information can also become a cause of creating dissension among people.

264. By their men' means those learned Companions of the Holy Prophet ? ,i.e. the four Righteous Caliphs, Hazrat Abdullah bin Abbas (Radiallahu Anhu) etc. who in addition to their knowledge .

267.From this we learn that no Companion of the Holy Prophet had gone astray. None of them followed the devil at any time. They are possessed deep understanding and insight into matters.

265.From this we learn that refer the QURAN to the learned jurists, understand it from them and practise it accordingly. Do not get lost in your own opinions about it obstinately, or you will go astray.
The reason is that the Holy QURAN and the Ahadith are far of the Holy Prophet more important than these matters in respect of satisfaction and fear. If an order is given to refer these matters to authorities of knowledge and insight for your understanding, then it becomes equally important to refer these verses and Ahadith to these men of authority for your understanding as well.

Protected from the devil by the grace of Allah Almighty. Further, we learn that all the Companions are not of equal status. Some are of greater (firm) standing than others.

(4:83) Whenever they come upon any news bearing upon either security or causing consternation they go about spreading it, whereas if they were to convey it to either the Messenger or to those from among them who are entrusted with authority, it would come to the knowledge of those who are competent to investigate it.[112] But for Allah’s bounty and mercy upon you, (weak as you were) all but a few of you would surely have followed Satan.

112. This was a period of turbulence and upheaval and rumour was rife. Occasionally, baseless and exaggerated reports circulated and seized the whole of Madina and its outlying areas with alarm and consternation. At other times some cunning enemy tried to conceal the dangers threatening the Muslims by spreading soothing reports. A specially keen interest in rumours was taken by those who simply relished anything out of the ordinary, and who did not consider this life-and-death struggle between Islam and Ignorance to be a matter of crucial importance, and who were not aware of the far-reaching consequences of rumour-mongering. As soon as they heard something, they ran about spreading it everywhere. This rebuke is addressed to such people. They are warned against spreading rumours and are directed to convey every report they receive to responsible quarters.
