Transliteration:( Wallaahu khalaqa kulla daaabbatim mim maaa'in faminhum mai yamshee 'alaa batnihee wa minhum mai yamshee 'alaa rijlaine wa minhum mai yamshee 'alaaa arba'; yakhluqul laahu maa yashaaa'; innal laaha 'alaa kulli shai'in Qadeer )
And Allah has created every creature from water [124]. Among them are those that walk on their bellies [125], and among them are those that walk on two legs [126], and among them are those that walk on four legs [127]. Allah creates what He wills [128]. Indeed, Allah is capable of all things.
This verse begins by affirming that every living creature is created from water, emphasizing the fundamental and essential nature of water as the source of life.
The verse then describes the diversity among creatures:
Those that walk on their bellies, such as snakes.
Those that walk on two legs, like humans and birds.
Those that walk on four legs, such as many animals.

Finally, the verse concludes by stating that Allah creates whatever He wills, underscoring His absolute freedom and authority in creation. The affirmation “Indeed, Allah is capable of all things” reminds believers of His limitless power and control over all existence.
45. Allah has created every moving creature from water. Of them there are some that creep on their bellies, and some that walk on two legs, and some that walk on four. Allah creates what He wills. Verily, Allah is able to do all things.
Allah mentions His complete and almighty power to create all the different kinds of animals with their various forms, colors and ways of moving and stopping, from one kind of water.
(Of them there are some that creep on their bellies,) like snakes and so on;
(and some that walk on two legs,) like humans and birds;
(and some that walk on four,) like cattle and all kinds of animals. Allah says:
(Allah creates what He wills.) meaning by His power, because what He wills happens and what He does not will does not happen. So he says:
(Verily, Allah is able to do all things.)
(24:45) Allah has created every animal from water. Of them some move on their bellies, some move on two legs and some on four. Allah creates whatever He wills. Surely Allah has power over everything.
