    18. Although magical power is not effective in the heavens and through magic a thing does not undergo any change Both these qualities are not to be found in the miracles Observe, once the walking stick of Hazrat Musa (On whom be peacel had changed into a snake, it swallowed  all the snakes of the magicians, but those snake were unable to swallow it because this walking stick had turned to an actual snake. As a result, it began to eat, while those snakes were, in actual fact, ropes that appeared to be snakes.

That is, this person is talking of the world of magic in which the dead will rise, and will be produced before a court and sent to Heaven and Hell, or it may also mean: This person is talking like a madman. What he talks is a clear proof that somebody has worked magic on him; otherwise a sensible person could not talk such things.
