Transliteration:( Innaa kazaalika naf'alu bil mujrimeen )
"Surely, thus do We [34] deal with the culprits [35]."
Both the leaders and their followers will be partners in punishment, even if there is a difference in its form or intensity.
This is because both were partners in infidelity during their life in the world, and hence they share accountability.
The term “culprits” here refers specifically to the infidels and their associates.
Allah does not forgive them—instead, this is the manner in which they are punished.
Forgiveness, mercy, and compassion are only reserved for the believers.
