Transliteration:( Fa in taaboo wa aqaamus Salaata wa aatawuz Zakaata fa ikhwaanukum fid deen; wa nufassilul Aayaati liqawminy ya'lamoon )
"And if they repent and establish [23] prayer and pay Zakaat, then they are brothers in faith [24]. And We explain the verses in detail for the people who know [25]."
This part of the verse outlines the three essential signs of sincere repentance:
Repentance from disbelief,
Establishment of Salah, and
Payment of Zakaat.
According to Tafseer Roohul Bayaan, to "establish" Salah means not just to pray occasionally, but to consistently and properly uphold it—both in belief and action—treating it as an essential pillar of Islam.
Once a disbeliever repents and fulfills the conditions of Salah and Zakaat, they are to be regarded as a Muslim brother, part of the universal Islamic fraternity. From this, several principles are derived:
Islamic brotherhood transcends national or ethnic ties, which are limited and temporary.
While Muslims are brothers to each other, this does not extend to calling oneself the Prophet’s sibling; the verse uses the term “your brothers”, not “our brother” for the Prophet ﷺ.
The life and blood of a Muslim is sacred to another Muslim. No harm must be done to one’s fellow believer, as they are tied by divinely sanctioned brotherhood.
Allah says that He clarifies the verses for those who possess knowledge. This teaches two important points:
A true ‘Ālim (scholar) is one who reflects on the Qur’anic guidance and understands its depth. Superficial or theoretical knowledge without application and contemplation is insufficient.
The sciences of Qur’an and Hadith are obligatory upon scholars, and the common people must follow those scholars. If the ignorant attempt to interpret the Qur’an independently, it leads to distortion and mockery of the religion.
As the analogy goes, "You obtain polished pearls from the jeweller’s shop, not from the sea."

(9:11) But if they repent and establish Prayer and give Zakah they are your brothers in faith. Thus do We expound Our revelations to those who know.[14]
14. Here too, it has explicitly been stated that those who repent will not become your brethren in faith without the observance of Salat and Zakat.
“Then they are your brothers in religion”: This means that if they fulfill those conditions, then not only shall their lives and properties become unlawful for you but also they shall enjoy equal rights with you in the Islamic community. There shall be no distinction between them and the other Muslims in regard to social, cultural, legal and political rights, and nothing will stand in their way to the progress for which they are otherwise qualified.
