Transliteration:( Wa minal A'raabi mai yattakhizu maa yunfiqu maghramanw wa yatarabbasu bikumud dawaaa'ir; alaihim daaa'iratus saw'; wallaahu Samee'un 'Aleem )

98. And among the desert Arabs [269] are those who regard what they spend in Allah’s way as a fine [270] and wait for misfortunes [271] to befall you. Upon them shall be the evil turn. And Allah is All-Hearing, All-Knowing. (Kanzul Imaan Translation)

(98) And among the bedouins are some who consider what they spend as a loss[499] and await for you turns of misfortune. Upon them will be a misfortune of evil. And Allāh is Hearing and Knowing. (Saheen International Translation)

Surah At-Tawbah Ayat 98 Tafsir (Commentry)

  • Tafseer-e-Naeemi (Ahmad Yaar Khan)
  • Ibn Kathir
  • Ala-Madudi
  • Shaheen International

269. It should be remembered that the residents of Arabia are called Arabs, while those who are found on its outskirts and in rural areas are called Bedouins. Here the word A'raab denotes Bedouins or villages.

270. By this is meant though these villagers do give charity and spend on pilgrimage they do so out of great care like tax. This tells us that only that charity is worthy of Divine acceptance which is given out of happiness.

271. This means they are waiting for Muslim power to decrease so that they can overpower them:

Reason for its revelation:

This verse was revealed regarding the villagers from the tribes of Asad, Ghatfaan and Tameem. In it there is a prophesy that misfortune will befall them, not you Oh believers. If they who would remain in bondage at all times. From this we learn that those who regard the pious sages of Allah Almighty with contempt will always remain in disgrace and misery, as has been experienced time and time again.

Ala-Maududi

(9:98) And among the bedouin Arabs there are such as regard whatever they spend (in the Way of Allah) as a fine[96] and wait for some misfortune to befall you. May ill fortune befall them! Allah is All-Hearing, All-Knowing.

96. This means that they regarded the payment of Zakat dues as a fine and the expenditure on hospitality, an Islamic duty, a penalty. Likewise, if they had to make any contributions towards Jihad, they did so to show that they were loyal to the Islamic state and not because they wanted to please Allah by giving sincere monetary help for His cause.

(98) And among the bedouins are some who consider what they spend as a loss[499] and await for you turns of misfortune. Upon them will be a misfortune of evil. And Allāh is Hearing and Knowing.

[499]- i.e., a fine or penalty.
