Transliteration:( Maa khalqukum wa laa ba'sukum illaa kanafsinw-waa hidah; innal laaha Samee'um Baseer )
"Neither your creation nor your raising on the Day of Resurrection is only like a single [62] soul. Indeed, Allah is All-Seeing, All-Hearing."
This verse emphasizes that creating all of mankind and resurrecting them on the Day of Judgement is as simple for Allah as creating a single soul.
In other words, no number, scale, or complexity burdens Him. Whether it’s one being or billions, Allah’s power remains the same, perfect and effortless.
This reflects His absolute control, beyond human limitation. Just as He created all without aid, He will resurrect all in a single command, without fatigue or confusion.
The verse concludes by affirming that Allah is All-Seeing and All-Hearing, meaning nothing of His creation escapes His knowledge or perception—whether it is in life, in death, or on the Day of Resurrection.

Please refer to Surah Luqman ayat 27 which provides the complete commentary from verse 27 through 28.
(31:28) To create all of you or to resurrect all of you is to Him like (creating or resurrecting) a single person. Verily Allah is All-Hearing, All-Seeing.[49]
49. That is, the appearance and alternation of the day and night consistently and regularly by itself shows that the sun and the moon have been subjected to a system. The sun and the moon have been mentioned here in particular because both these are the most prominent bodies of the heaven, which man has been worshiping as deities since the earliest times, and which many people worship as gods even today. The fact, however, is that Allah has bound all the stars and planets of the universe including the earth into an unalterable system from which they cannot deviate even by an inch.
[1166]- The re-creation and resurrection of one or of all is accomplished with equal ease by Allāh (subḥānahu wa taʿālā).
