فَسَخَّرۡنَا لَهُ ٱلرِّيحَ تَجۡرِي بِأَمۡرِهِۦ رُخَآءً حَيۡثُ أَصَابَ

Transliteration:( Fa sakharnaa lahur reeha tajree bi amrihee rukhaaa'an haisu asaab )

36. Then We subjected to him the wind blowing " to his order, [77] wherever he desired [78]. (Kanzul Imaan Translation)

(36) So We subjected to him the wind blowing by his command, gently, wherever he directed, (Saheen International Translation)

77 This means Hazrat Sulaiman (On whom he peace) exercised command over the air as well.

This tells us that the beloved servants of Allah Almighty rule the world Through Allah Almighty's grant they make things happen according to their wishes. These things belong to the Lord of the creation, but they become servants of these pious sages. Hazrat Ghaus Paak says that the cities of Allah Almighty are within my dominion.

37. For explanation, see (Surah Al-Anbiya, Ayat 81) note 74 thereof. However, there is one thing which requires further explanation here. In Surah Al-Anbiya where mention has been made of subjecting the wind for the Prophet Solomon (peace be upon him), it has been described as the strongly blowing wind, but here “it blew by his command gently wherever he intended”. This means that the wind in itself was strong and violent as is needed for moving the sailing-ships but it had been made gentle for the Prophet Solomon in the sense that it blew whither-soever he wanted it to blow for his commercial fleets.
