Transliteration:( Wa maaa aatainaahum min Kutubiny yadrusoonahaa wa maaa arsalnaaa ilaihim qablaka min nazeer )
"And We neither gave them books, which they studied [131], nor did any warner [132] come to them before you (O Muhammad)."
Before the advent of the Holy Prophet ﷺ, the people of Arabia had neither received any heavenly scriptures nor studied such divine books. Initially, they followed the pure religion of Prophet Ibrahim (peace be upon him), but over time, most turned to idolatry. This highlights the unique position of the Prophet ﷺ as the first to bring divine revelation explicitly to them.
After the time of Prophet Ismael (peace be upon him), the doctrine of Tawheed (Oneness of Allah) was sufficient for the followers of Ibrahim (peace be upon him). Therefore, Allah did not send any other prophets or warners to the Arabian Peninsula until Prophet Muhammad ﷺ, whose mission was to restore pure monotheism and guidance.

(34:44) whereas We gave them no Books that they could study nor sent to them any warner before you.[64]
64. That is, neither a book from God has come to them before this nor a messenger, who might have taught them to worship and serve others than God. Therefore, they are denying the invitation to Tauhid given by the Quran and Muhammad (peace be upon him) due to sheer ignorance, and not on the basis of any knowledge. They have in fact no authority for this.
