Quran-12:91 Surah Surah-yusuf English Translation,Transliteration and Tafsir(Tafseer).

قَالُواْ تَٱللَّهِ لَقَدۡ ءَاثَرَكَ ٱللَّهُ عَلَيۡنَا وَإِن كُنَّا لَخَٰطِـِٔينَ

Transliteration:( Qaaloo tallaahi laqad aatharakal laahu 'alainaa wa in kunnaa lakhaati'een )

91. They said, "By Allah, surely Allah has preferred you above us, and indeed, we have been sinners [196]." (Kanzul Imaan Translation)

(91) They said, "By Allāh, certainly has Allāh preferred you over us, and indeed, we have been sinners." (Saheen International Translation)

196. These are words of repentance of the brothers of Hazrat Yusuf (on whom be peace) 

From this we understand whatever they had done was not due to any enmity towards Hazrat Yusuf (on whom be peace), but due to opposition to him. Enmity towards a prophet is infidelity and apostacy, and an apostate is required to recite the Kalimah again. Just a simple expression of repentance will not be sufficient. From this we learn that Hazrat Muawiya was not an enemy of Hazrat Alli (May Allah be pleased with them) He opposed Hazrat Ali on account of Hazrat Uthman's (May Allah be pleased with him) murder. 

There is a great difference between enmity and opposition. Differing from a Prophet's opinion is no infidelity. It should be remembered that here error is meant intentionally, opposition but rather error in opinion i.e. that the opinion we had formed was wrong.

There is no commentary by Abul Maududi available for this verse.
